Dr. Lionel A. Hurst’s speech will focus on the following 7 parts: 1. Defining the Caribbean as the 14 CARICOM States, excluding Cuba, Dominican Republic; 2. The attempt at creating one state from disparate Colonial outposts–The Federation of 1958; 3. The 1960 UN Resolution 1560/XV–Independence, Small states become a feature of the UN; 4. Creating the “Regional State”–an attempt at increasing leverage, one state one vote: Cricketizing Diplomacy; 5. Appointing very intelligent diplomats: the basis of SIDS’ success; 6. Global Climate Change as a cause celebre; 7. The future of Caribbean Diplomacy.

主讲人简介:

Dr. Lionel A. Hurst is the chief of staff/office of the Prime Minister in Antigua and Barbuda. He is responsible for ensuring that the policies of the administration are implemented and properly communicated to the media and the public, attends the weekly Cabinet Meetings, synopsizes the body’s decision-making, participates in post-Cabinet press conferences, and provides legal opinions in writing and orally. He got his Juris Doctor degree in New York Law School, Master of Business Administration Degree in Long Island University, Bachelor of Arts Degree in Brooklyn College. He served in the Ministry of Foreign Affairs of Antigua and Barbuda as an international law adviser to the government on US Law, Treaty Law, and ensuring compliance with several OAS and UN Conventions. As an experienced diplomat, Dr. Hurst was the ambassador and international lawyer to the U. N. and U. S.. He delivered lectures in many universities, including Princeton University, New York University, Antigua State College and etc., delivered a weekly radio program entitled “Diplomatic Notes” on state-owned radio from Washington for six years, and has been hosting a talk-show on ZDK Radio discussing politics, law, international affairs since 2004. He is also the autor of many newspaper articles and four books: Democracy by Diplomacy, a 250-page treatise on Caribbean diplomacy since 1981 (AuthorHouse Publications, 2007); Luther George: The Barack Obama of Antigua (Publisher Services, 2010), Vere Cornwall Bird: When Power Failed to Corrupt (Point and Villa Publishers, 2012), The Comeback Kid, Autobiography of Sir Lester Bird. (Self-Published, 2019).
